Excuse me?

Vratil noted accreditation regulations eventually require all students to be proficient in reading, math and science. He says the state can't spend enough money to make it happen.
I refuse to believe that it's impossible to get every Kansan proficient at reading, math, and science. In the greatest country on the planet, that's just not possible. How can any legislator cop out like that?
