Making FEMA independent again

Congressman Moore works to improve Federal preparedness for natural disasters:
In the wake of the federal government's inept response to Hurricane Katrina, Congressman Dennis Moore (Third District-KS) is working to improve federal preparedness for natural disasters. The Congressman cosponsored legislation which would make the Federal Emergency Management Agency (FEMA) into a fully independent agency headed by a Cabinet-level executive reporting directly to the President.
Where FEMA sits in some organizational chart is not the central problem here, but making FEMA independent, subjecting it to more scrutiny, and giving the Administrator a direct line to the President are all good ideas. This is a good first step, so long as it isn't the last step.

Only shuffle the chairs if they're getting in the way, especially when you've got flooding down below.
