This seems unwise. I know our Glorious Leader has looked deep into Putin's soul and all, but Russia is still a kleptocracy teetering on authoritarianism. The state has no money, and a lot of countries and transnational enemies of the West would love to get their hands on a bunch of radioactive waste. Yucca Mountain may not be perfect for storing waste for thousands of years (or it may, I really don't know) but I doubt that Russian storage is safe for tens of years.
